The city of Lucerne, Switzerland, which is home to about 1,800 refugees, is taking steps to produce posters in advance of its annual carnival parades, which will instruct migrants that harassing women is wrong, the Swiss newspaper Blick reported.
The government was contacted by citizens who were fearful of attending the events after the sexual assaults in Cologne, Germany on New Year’s Eve, and the Health and Social Services Department reacted by starting the poster campaign.
“After the attacks in Germany on New Year’s Eve we received a number of reactions. The concerns were on the one hand brought to social director Guido Graf personally, on the other hand we also received mails from the public,” spokeswoman Silvia Bolliger told Blick. “It is a preventive measure. We currently have no problems.”
Using an Austrian template, the posters will explain, in both words and pictures, that violence against women and children is forbidden, that women are allowed to be with whomever they choose, and that homosexuality is acceptable under Swiss law, according to Blick.
“We want to show that there is zero tolerance for sexual harassment,” Bolliger said. “The tenor will be: ‘When you come here, you respect our rules.’”
